• Dear bidder, The International Labor Office (ILO) seeks to hire an external consultant to adapt and apply a tool for identifying transitional micro and small enterprises (MSEs) with potential for formalization in Argentina and Costa Rica, within the framework of the FORLAC 2.0 Regional Strategy (2024-2030). The consultancy is developed within the framework of projects implemented in Argentina, Costa Rica and Peru, aimed at promoting the transition from the informal to the formal economy. Are initiatives seek to strengthen productivity, business sustainability and the generation of decent employment, incorporating transversal approaches to gender, inclusion and just transitions in prioritized economic sectors of Latin America and the Caribbean. The objective of the consultancy is to adapt and apply the ILO methodology for the identification of transitional MYPEs, using data from national surveys, in order to identify, characterize and estimate their potential for formalization in sectors prioritized, transversally incorporating the gender approach. The work will include the preparation of a national and sectoral diagnosis on the trends and determinants of labor and business informality, as well as a survey or diagnosis rapid sectorial, with emphasis on retail trade, and the mapping of regulations and requirements for formalization.
