- Request for proposals are invited for Design and Implement Early Warning Systems in the Agricultural Sector Threatened by Climate Change Impacts in Peru" Scope of Work The consultant will update one (1) Concept Note "Design and Implement Early Warning Systems in the agricultural sector threatened by climate change impacts in Peru" which was developed under the National Adaptation Plan Readiness from the GCF to MINAM. The update will address, at a minimum, the following components: 1) GCF's investment criteria, 2) financial structure, 3) technical analysis of the project components based on additional quantitative and qualitative data, theory of change, beneficiaries- analysis, and vulnerability assessment in the agricultural sector. A meeting with MINAM and MEF will be organized to address the specific recommendations. Deliverables The following deliverables are expected outputs to be produced under this consultancy (digital versions only in PDF and word). All deliverables must be in Spanish, while the final version must be in Spanish and English and must include a PowerPoint presentation. 1. A work plan for completion of the consultancy, including a description of the data collection strategy, a list of stakeholders to be interviewed schedule of activities, and validation of deliverables. 2. A draft Concept Note and presentation. The Concept Note will be updated taking into consideration GCF's template that can be found at the following link: 2 https://www.greenclimate.fund/document/concept-note-template. Different opinions and recommendations from key stakeholders such as MEF, MIDAGRI, INDECI, SENAMHI, regional governments involved, and MINAM must be collected and addressed. 3. A second draft Concept Note and presentation, incorporating additional inputs from key stakeholders such as MEF, MIDAGRI, INDECI, SENAMHI, regional governments involved, and MINAM. 4. A final Concept Note incorporating GCF's feedback. 1. Work plan June 3rd , 2022 2. Draft Concept Note and presentation July 26 th , 2022 3. Second draft Concept Note and presentation Sept 9 th , 2022 4. Final concept note after GCF's feedback November 30 Expression of Interest, Deadline for Questions, and Proposal All expressions of interest and questions about this RFP must be received via email to the contact below by May 13th , 2022 at 17:00 (05:00 p.m.) Peru's time. Answers to the questions will be shared will all parties who have asked questions or otherwise expressed interest by the given deadline.
