Tenders are invited for Mining Permitting System. Advertisement Text The World Bank is seeking to contract consultancy services for the pre-investment study of the project “Implementation of the Digital Single Window for the Mining Sector” (VUD), promoted by the Ministry of Energy and Mines of Peru. The purpose of the VUD is to streamline the process of obtaining permits and authorizations required by mining companies by integrating and simplifying procedures, services, and opinions of at least 10 public institutions: 1) Ministry of Energy and Mines (MINEM), 2) Geological, Mining and Metallurgical Institute (INGEMMET), 3) National Service of Environmental Certification for Sustainable Investments (SENACE), 4) Ministry of Culture (CULTURA), 5) National Superintendence of State Property (SBN), 6) National Superintendence of Public Registries (SUNARP), 7) National Water Authority (ANA), 8) National Service of Forestry and Wildlife (SERFOR), 9) National Service of Natural Protected Areas by the State (SERNANP), and 10) National Superintendence of Control of Security Services, Firearms, Ammunition, and Explosives for Civil Use (SUCAMEC). The pre-investment study aims to propose the design of the Digital Single Window (VUD) with clear optimization and simplification effects in the short, medium, and long term on the procedures that stakeholders in the Peruvian mining sector must undergo. To achieve this, it is necessary to design alternative solutions in stages for the identified problems, develop the logical framework of the project, determine the necessary resources, prepare the budget, conduct a cost-benefit analysis, and address other aspects in accordance with Peruvian regulations for this type of study. All the above is based on a diagnosis of the current situation regarding the various types of issues impacting the requirements, timelines, predictability, interoperability, efficiency, effectiveness, and satisfaction in the management of permits, authorizations, and services in the Peruvian mining sector. The analysis should include the examination of information flows, processes, and workflows necessary for designing user requirements and a vision of the system architecture for the Digital Single Window (VUD).
